This undertaking was given by the Councils ins the first week of the strike, when its early termination was expected. As the negotiations dragged on and agree- ment after agreement, was wrecked, my French colleague and I did not fail to point out that the result would be very different from what it might have been had the strike ended when the undertaking was first given.
